1939 visa


I've been preparing for my trip to Salt Lake City trying to find family descendats from my extended Bauann family who emigrated in 1939.  Julius and Irene came in 1939 with a qiv (quoto immigration visa) approved in Stuttgart.  I found this document for another young man who also got his visa in Stuttgart and came to the US.  His parents were deported and perished in the Riga ghetto.

It's not clear to me which country gave the qiv visa, Germany or the United States.  Also I can see Julius Baumann coming once and Irene Baumann coming to New York in 1937 and 1938 and them both coming over in 1939 together.

I wonder if the earlier travelers were not ''my guys' even though they were the right age and coming from the same small town.  Also I can't seem to find those records again through familysearch.  All, of those voyages left from Germany.  I cannot imagine a Jew coming to the US from Germany in 1937 and 1938 and then returning.  Makes no sense at all.
